Do all radio transmitters require a licence?

No. There are a number of types of devices that do not require a Wireless Telegraphy Act licence as they have been made exempt by regulations.

Ofcom is required to exempt radio transmitting equipment from the need to hold a licence where their use has a low capacity to cause harmful interference to other legitimate uses of radio spectrum.

We do this by making regulations detailing the particular technical usage requirements that the equipment must comply with to qualify for exemption.

As the spectrum is available to anyone using compliant equipment, licence exemption does not provide users with any form of interference protection from other users.

Users should be aware that they are sharing the spectrum with many other users and therefore congestion can occur at certain locations.
